The Balloon Man of San Miguel

I am sure there's a children's book, waiting to be written about this man.  He is the one in the salmon pants underneath all his balloons.  I never saw his face.  Not sure it was possible.  But I loved watching him wandering up the street and love the girl, looking at his balloons.
